When do we use reported speech? Sometimes someone says a sentence, for example "I'm going to the cinema tonight". Later, maybe we want to tell someone else what the first person said.reported

Here's how it works:
We use a 'reporting verb' like 'say' or 'tell'. If this verb is in the present tense, it's easy. We just put 'she says' and then the sentence:

Direct speech: I like ice cream.
Reported speech: She says (that) she likes ice cream.

She says that she likes ice cream.
转述动词转述引语
We don't need to change the tense, though probably we do need to change the 'person' from 'I' to 'she', for example. We also may need to change words like 'my' and 'your'.
上述的情况我们不需要改变句子的时态,需要改变的就是把第一人称I改成第三人称she,或把my改成your。
But, if the reporting verb is in the past tense, then usually we change the tenses in the reported speech:
但是,如果“转述动词”使用的是过去时,那么通常我们会对转述引语中的时态进行变化。
Direct speech: I like ice cream.
Reported speech: She said (that) she liked ice cream.
直接引语(原话):我喜欢冰淇淋。

* doesn't change. 标*的表示时态不变。
Occasionally, we don't need to change the present tense into the past if the information in direct speech is still true (but this is only for things which are general facts, and even then usually we like to change the tense):
有时,我们不需要将一般现在时变成过去时。如果转述引语的信息属于客观事实,我们可以不用改变时态。
Direct speech: The sky is blue.
Reported speech: She said (that) the sky is/was blue.
直接引语:天空是蓝的。
转述引语:她说天空是蓝的。
